The cause of the Irkutsk death remains unconfirmed
At its October 6 briefing, WHO said investigators were examining whether pneumonic plague caused the laboratory employee’s death. The agency described the cause as unconfirmed and said testing was underway. It relayed Russian authorities’ report of negative dangerous-pathogen tests among the employee’s contacts.
WHO’s initial assessment placed risk at moderate to low in Irkutsk, low across Russia, and very low in the WHO European region. These were preliminary assessments based on the information available, not confirmation of the organism responsible. Read the WHO briefing transcript.
Reuters separately reported that Russia told WHO no plague cases had been recorded in Irkutsk. Reuters could not establish whether the deceased employee herself had been tested or plague definitively excluded in her case. Read Reuters’ October 6 report.

What must happen for “Yes”?
The market requires a new WHO declaration of a Public Health Emergency of International Concern (PHEIC) covering plague during the contract’s specified window. Its scope includes plague outbreaks generally, not solely the Irkutsk investigation.
- The qualifying declaration must occur after market creation and by the relevant deadline at 11:59 p.m. Eastern Time.
- A WHO emergency-committee meeting, outbreak bulletin, response-framework grade or pandemic description alone does not qualify.
- An emergency declaration already in force when the market opened does not count.
- WHO information is the primary settlement source; the rules also permit a consensus of credible reporting.
A local quarantine or newly confirmed infection may change reporting and prices, but neither automatically settles this contract. Always consult the exchange’s complete rules.
